At a presentation to the Governor’s Water Policy Council on December 2, 2024, the Arizona Department of Water Resources (ADWR) announced that it would initiate an informal stakeholder process to guide the development of potential new rules creating an Assured Water Supply “Ag-to-Urban” program. ADWR will hold the first informal stakeholder meeting of this effort on Thursday, January 16, 2025, from 10AM to 12PM. This page will be updated with dates, times, and locations of additional informal stakeholder meetings as this process continues.

Public Stakeholder Meetings

On December 2, 2024, ADWR gave a presentation to the Governor’s Water Policy Council where it announced that it would initiate an informal stakeholder process to guide the development of potential new rules creating an Assured Water Supply “Ag-to-Urban” program. As part of this presentation, ADWR outlined needed guardrails for a successful Ag-to-Urban program. Additionally, ADWR presented an interactive dashboard which stakeholders may use to help guide their understanding of how different variables could shape the impact of an Ag-to-Urban program on groundwater supplies. ADWR has also made the dashboard’s underlying data set publicly available.  On June 18, 2024, ADWR gave a presentation to the Governor’s Water Policy Council, in part, on potential concepts of an Ag-to-Urban program as related legislation was being debated at the State Legislature. Ultimately, none of the Ag-to-Urban bills debated during that session were successful.
