Filing Annual Reports
There are several types of Grandfathered Rights and Permits that the department requires, by statute, annual reporting to be submitted. These annual reports are vital in gathering data on water usage in an Active Management Area (AMAs) and Irrigation Non-expansion Area (INAs). To work towards safe-yield water usage and Management Plan efforts, we have implemented required annual reporting. The data is key in managing water supply for future generations.

If the Groundwater Right or permit exists in an AMA
You must report water usage regardless of water use. This means that if you did not withdraw water, you must report that to us via annual report.
If the Groundwater Right or permit exists in an INA
You must report water usage if you withdrew water. If you did not withdraw water, it is optional to report to ADWR. Regardless, we strongly encourage that you report that information. It helps us gather water usage data that enables us to maintain water supply.
PLEASE NOTE: Failing to file your annual report results in the right holder being subjected to penalties and late fees.
Ways to file your annual report
Online
Most annual reports can be done online. For a list of the right types available for online annual reports, please see the link here. If you do not see your right type on the list, please refer to the Softcopy and Hardcopy options below.
You must file your annual report by April 1, 2024 by 11:59PM with the link below.
Softcopy (Email)
You can submit your annual reports via email by sending it to [email protected].
This can be done by downloading the form needed for your right type, filling it out, then emailing it to us. You can obtain a pre-filled blank form that makes filing an annual report easier and faster for yourself by following this link. Hardcopy
While we strongly encourage you to file your annual report using the online tool(s) above, we do accept hard-copy submissions. Your annual report can be received by mail or hand-delivered. You can obtain a pre-filled blank form that makes filing an annual report easier and faster for yourself by following this link. This pre-filled blank form includes all the relevant schedules needed specific to your annual report. If you need instructions on how to get this pre-filled blank form, we offer directions here.
If sent via mail, it must be postmarked by April 1, 2024.

Frequently Asked Questions (FAQ)
I am no longer farming my land. Why am I still receiving notices to report on my irrigation right?
If the land you were farming has been developed, you can notify ADWR and we will change the status of the right so you do not have to report. If you are not farming the land, but it has not been developed, you need to file a zero-use report.
I sold/bought my water right in the middle of the year. Am I responsible for reporting the water use?
The responsible party is the owner of the right as of December of the year being reported. For example: the owner in December 2016 will be required to submit the 2016 annual report.
How do I figure out my water usage for the year?
If you own and operate a well with an associated water right, you will need to submit a well worksheet, which guides you through the information you will need to calculate the amount of water withdrawn from the well. You can find the different types of well worksheets here.

If you do not pump water from a well, but receive it from a water provider or irrigation district, you can contact your provider to get your annual usage. This tool allows you to search the contact information of water providers. Municipal provider numbers start with "56-" and Irrigation districts start with "57-".

Do I need to submit a report even if I did not use any water?
If your water right/permit exists in an Active Management Area (AMA), then you must file an annual report regardless of water usage. If your water right/permit exists in an Irrigation Non-Expansion Area (INA), then you must file an annual report if you used water. We strongly encourage that you file an annual report in an INA regardless of water usage for water data. This water data is vital for water management data in your area.
