In January 2025, the Arizona Department of Water Resources (ADWR) began an informal stakeholder process to investigate the possibility of creating an Ag-to-Urban program through rule. Later that year, the Governor signed SB1611, which established an Ag-to-Urban program through statute. This page contains historical information, with the passage and Governor's signature of SB1611, the Ag-to-Urban (A2U) Program was created. This law will become effective on September 26, 2025.

On February 26, 2025, ADWR presented stakeholders with a a draft potential Ag-to-Urban rule, which is available here. Please note that the need for a rule has been superseded by the passage of SB1611.
