GSC Farm, LLC (GSC) proposes to transfer 2,083.1 acre-feet (af) of its Arizona fourth priority Colorado River water entitlement to the Town of Queen Creek (Queen Creek). The water is currently held under contract directly between GSC and the United States Bureau of Reclamation and is used to irrigate approximately 485 acres of farmland located within the Cibola Valley Irrigation and Drainage District in La Paz County. Under the proposal, the 485 acres of land will be retired from agricultural uses and the 2,083.1 af of Colorado River water will be transferred to Queen Creek. Queen Creek proposes to use the water for municipal uses within its service area located in Maricopa and Pinal Counties.

This proposed conveyance would change the place of use and the type of use associated with the existing Colorado River water entitlement. The Arizona Department of Water Resources (Department) will evaluate the proposed transfer in accordance with the Department’s January 16, 2019, Policy and Procedures for Transferring an Entitlement of Colorado River Water (Colorado River Transfer Policy). The public is invited to comment on this proposed transfer of a Colorado River entitlement. The Department’s Colorado River Transfer Policy and the transfer documents may be reviewed online at the Department’s website. Any person may appear at the meeting, either in person or by representative, and submit oral or written comments on the proposed transfer. Written comments not submitted at the meeting may be submitted as detailed below.

Written Public Comments

The Director of the Department will accept written public comments regarding the proposed transfer and such comments must be received no later than 5 p.m., on December 16, 2019. Written comments can be hand- delivered or sent via email or fax. If mailed, written comments must be postmarked no later than December 16, 2019.
