The Central Arizona Groundwater Replenishment District, or CARGD, is responsible for replenishing groundwater used on member lands and within member service areas in order to guarantee consistency with the management goal for assured water supply purposes. The CARGD serves member lands and member service areas as areas in the Phoenix Panel and Tucson AMAs. 00;01;49;12 - 00;02;14;11 David French Every ten years, the CARGD is required to submit a ten year plan of operation to the Arizona Department of Water Resources and the director of the department must determine whether the plan is consistent with the management goals of the Phoenix, Pinal and Tucson. AMAs. Last December, the CARGD submitted its proposed ten year plan of operation, which I will refer to as the "plan" for review by the department and the public. 00;02;14;13 - 00;02;45;11 David French The plan was amended two times at the request of ADWR, to include information necessary for the director's review and to incorporate recent legislative changes associated with SB 1611 "AG to Urban'. A copy of the latest plan, latest amended plan provided by the CARGD has been made available on the department's website. The director has determined that the CARGD has provided sufficient information to determine whether the plan is consistent with achieving the management goals for the three aims. 00;02;45;14 - 00;03;27;25 David French The director must now determine whether the proposed plan is consistent with achieving the management goal for each AMA. The plan must meet four criteria in order for the director to find that it is consistent with achieving the aims. Management goals. First, the plan must identify sufficient water supplies to meet the replenishment obligations for current CARGD members during the next 20 calendar years, and additional water supplies potentially available for the projected replenishment obligations during the next 100 years for current members and potential members, based on reasonable projections of real property and service areas that could qualify for membership in the next ten years. 00;03;27;27 - 00;03;56;08 David French Number two, the plan must include a replenishment reserve target for each Ami calculated according to statute, and demonstrate that the CARGD is developing a replenishment reserve in each AMA, as required by statute. The plan must identify sufficient capacity at storage facilities and projects to be used for replenishment purposes during the next 20 years, and. 00;03;56;10 - 00;04;06;10 David French Number four, the plan must reasonably estimate CAGRD projected replenishment and obligations for the next 100 years. 00;04;06;13 - 00;04;30;18 David French Only comments that pertain to the information submitted in the plan will be received at this hearing. In addition to receiving comments during the hearing today, the Department will keep the hearing record open until Friday, October 17th, 2025 at 5 p.m. to allow persons to submit written comments on the plan to the Department.
