Dear Mr. Guenther: My name is Scott Pfeiffer and I am the Director of Maintenance for Grand Canyon West, which as you know is located on the Hualapai Reservation and is also the location of the Sky Walk. The recent cold weather that we have experienced at Grand Canyon West has resulted in the only pipeline that supplies water to the area to rupture as a result of the water in the pipeline freezing. With this being the only local source of potable water available to the area, Grand Canyon West will be completely without water by Friday, January 4, 2008. The only option available to Grand Canyon West for obtaining potable water until the line is fixed is to haul water from another source. The nearest location to haul water from is Joshua Valley Water Company, which is located about 30 miles away in Meadview. For the past two days, we have hauled about 16,000 gallons of potable water daily from Joshua Valley Water Company located in Meadview to Grand Canyon West to meet the potable water needs of the local tribal members and the 3000 tourists that visit the area daily. Today we were informed that we could no longer haul water from Joshua Valley Water Company because of a statute that prohibits interbasin transfers of ground water except in times of emergency and with the approval of the Director of the Arizona Department of Water Resources. Grand Canyon West is located in the Peach Springs Ground Water Basin and Meadview is located in the Meadview Ground Water Basin. The next closest option to haul water from is Dolan Springs, but we have been informed that Dolan Spring is located in the Hualapai Ground Water Basin. The only potential source to haul water from within the Peach Springs Basin is located about 65 miles away and the dirt road that joins the two locations is impassable by a fully loaded water truck because of the extremely poor conditions of the road. In order to avoid a crisis I am writing to you to request your approval to haul water from Joshua Valley Water Company in Meadview to Grand Canyon West to meet the domestic needs of local tribal members and tourists. We anticipate needing to haul about 16,000 gallons of potable water per day for about a week to meet the demands of the area. Crews have been working diligently to repair the line for the past two days, but it still appears as if it is going to take about a week to finalize the repairs and put the line back in service. Approving this request immediately would be greatly appreciated and would ensure the avoidance of a major crisis for the area.
