Dear Mr. Guenther, Sent: Tue 1-15-2008 at 6:47 PM First let me thank you for approving our request to haul water to Grand Canyon West. Your approval literally prevented a crisis from occurring and I can't thank you enough. The reason I am writing to you again is to let you know that my staff and I have been diligently working on the pipeline since before I submitted the last request and have made considerable headway in repairing the pipeline. To date we have located several breaks in the pipeline that were all attributed to the water freezing in the pipe and have repaired them all. Despite making all the necessary repairs, we are still only able to obtain flow through the pipe for a couple of hours a day and the flow is very limited. What is happening is that because the pipe was never installed correctly to a sufficient depth below grade to prevent freezing, the pipeline is still freezing at night and remains frozen until about 2:00 p.m. when we begin to get a limited flow in the pipe, which lasts for a couple of hours before refreezing. Fortunately we have not had any additional breaks, but we are still very limited in the amount of water we can receive from our well. We have been trenching with rented backhoes and trenchers to bury the exposed pipline as quickly as possible, but it appears as if this will take several weeks to complete this task due to the terrain and road conditions. With another cold spell forecasted to occur in the next few days we are very concerned that it may get cold enough again to break the pipeline before we can get the exposed line buried. This in conjunction with the current limited pumping capacity of our system leads me to request an extension of your current approval to haul water from Joshua Valley Water Company. I am hoping we can obtain your approval to haul water until such time that we can complete our efforts to bury the pipeline or until the weather conditions change and freezing is no longer an issue. I am hopeful that you will approve our request prior to the current approval expiring on the 18th of this month in order to avoid a major crisis for the area.
