Tucson AMA: Groundwater Users Advisory Council (GUAC)

Each of the Arizona's five Active Management Areas has a Groundwater Users Advisory Council (GUAC). Individuals are appointed by the governor to the five-member body for terms of six years. GUAC members, who serve without compensation, advise the Area Director, make recommendations on groundwater management programs and policies for the AMA, and comment to the Area Director and to the Director on draft Management Plans before they are promulgated by the Director. The GUAC also charged with reviewing the Arizona Water Banking Authority's annual plan of operation. Current members of the Tucson AMA GUAC are:

Dee T. O’Neill, Chair
Dee O'Neill is an environmental lawyer and consultant with an extensive record of community involvement. Ms. O'Neill was named Tucson Woman of the Year, and has served on the Southern Arizona Water Resources Association, the City of Tucson Citizens Water Advisory Committee, and the Central Arizona Water Conservation District. Term expires 1/19/2010
David Modeer, Vice Chair
Since 1998, David Modeer has been the Director of Tucson Water which serves approximately three-quarters of the residents and business in the Tucson metropolitan area. Mr. Modeer is active in regional and national water organizations and currently serves as Vice President of the Board of the Central Arizona Water Conservation District. Term expires 1/16/2006
John Mawhinney
John Mawhinney is a former airline pilot, labor negotiator, and Majority Leader in the Arizona Legislature. Mr. Mawhinney served on the original Groundwater Management Commission, which produced the Groundwater Management Act, was Co-chair of Governor Hull's Water Management Commission, and is currently one of five Commissioners of the Arizona Water Banking Authority. Term expires 1/16/2006
Jon Post
Jon Post is a Marana-area farmer with extensive personal and professional ties to agriculture. Mr. Post began his agricultural experience working on his father's farm, and has been farming on his own since he was 19-years-old. Mr. Post is a Board Member of the Cortaro-Marana Irrigation District, and is Vice Chair of the Marana Planning and Zoning Commission. Term expires 1/21/2008
Chuck Sweet
Chuck Sweet is the Town Manager for Oro Valley, a position he has held since 1993. Mr. Sweet previously served as Sales Tax Administrator for the City of Flagstaff; Finance Director and City Manager for the City of Cottonwood; and president of the Oro Valley Rotary Club. Mr. Sweet is also a Vietnam Veteran. Term expires 1/21/2008
