Groundwater Users Advisory Committee (GUAC)
Each AMA is authorized to have a Groundwater Users Advisory Council (GUAC) consisting of five members (Article 2: Active Management Areas, 45-420). The members are appointed by the Governor and serve for six years. Members of the council are appointed by the Governor to represent the users of groundwater in the AMA and on the basis of their knowledge of, interest in and experience with problems relating to development, use and conservation of water.
The general duties of the GUAC are to advise the area director for the AMA, make recommendations on AMA groundwater management programs and policies, provide comment on the management plans before they are promulgated by the director, and provide comment to the Arizona Water Banking Authority.
